Instead of taking technology as given, it is a practice of making and mending it to fit our needs. [Culture] It differs by whether technology is seen as the domain of experts or as something anyone can handle. [Capacity of actors] What matters is residents' digital literacy and organizations that handle technology together. Without these, even the best digital policy ends in platform dependency. When adopting another country's digital tools or policy, one must first ask whether our residents can become their masters — otherwise it leads to digital colonialism (shadow language).
