Scope note
Notes about the usage and scope of the concept.- [Adoption reflection — History] Disaster makes the moment when neighbors reach out first, before the state arrives. The village-level mutual help of the 2011 Great East Japan Earthquake, the "mutual aid" networks of COVID-19 — in crisis, the mutual aid of ordinary times (pumasi, dure) revives as urgent solidarity. [Culture] The community's recovery differs by whether crisis is endured each on their own or crossed by leaning on one another. Where the tradition of mutual aid lives on, disaster can even become an occasion to bind relationships anew. [Capacity of actors] What matters is the web of relationships and trust of ordinary times that can work immediately in crisis. To first meet when disaster strikes is too late. To adopt it, one must first ask "do we know one another before the crisis comes?"
